Does New Jersey Require a Permit to Replace a Roof?
No. Under N.J.A.C. 5:23-2.7, the repair or replacement of existing roof covering on a detached one- or two-family dwelling in New Jersey is classified as ordinary maintenance, which requires no construction permit and no notice to the municipality. The exemption is narrow: it covers the roof covering only, applies to detached one- and two-family dwellings only, and does not extend to work affecting structural members or fire-rated assemblies.

New Jersey and Pennsylvania take opposite approaches to home improvement permits. New Jersey applies a statewide Uniform Construction Code with an explicit ordinary-maintenance list (N.J.A.C. 5:23-2.7) that exempts roof covering replacement, siding, windows, doors, flooring and cabinetry on one- and two-family dwellings. Pennsylvania adopts the UCC but leaves enforcement and exemptions to individual municipalities, so the answer in Bucks County changes township by township — and a full roof replacement generally does require a permit.
