What changes the number in Bucks County
The permit is municipal, and it is not optional in most townships
Bristol Township, which contains most of Levittown, requires a building permit for a full roof replacement. Newtown Township draws a different line, exempting detached single-family homes while requiring permits for townhomes and attached dwellings. Bucks County does not issue permits centrally — always ask the township or borough. Fees generally run $150 to $400.
Levittown's low-slope sections change the material, not just the price
Several 1952–58 Levitt models include low-slope areas over carports and rear extensions that fall below the minimum slope for asphalt shingles. Those sections need a membrane system quoted separately. A single shingle number for the whole roof means the contractor has not looked at the house.
Attached housing is a large share of the market here
Morrisville's borough stock is substantially attached and semi-detached; Bensalem and Langhorne carry heavy townhome inventory. Party-wall flashing, shared roof planes, and coordinating tear-off at a neighbour's roof edge are real scope items that detached quotes do not include.

Pennsylvania adopted the UCC but left enforcement and exemptions to individual municipalities, so there is no equivalent statewide carve-out.
